As part of the 404 permit process described below, the Army Corps of Engineers requires an updated alternatives analysis using methods that differ from those used in the original EIS, to verify that the proposed solution is the Least Environmentally Damaging Practicable Alternative (LEDPA) that will meet the project purposes. The required alternatives analysis addresses the three project purposes individually:
- Provide a dependable, affordable long-term water supply to meet a projected 7.0-million gallons daily (MGD) demand for north-central Missouri.
- Reduce flooding on 18 miles of East Locust Creek between the proposed multipurpose dam location and the confluence with Locust Creek.
- Provide water-based recreation to meet the unmet demand for the 10-county recreation management area.
To reduce the amount of paperwork required, the 404 Alternatives Analysis is being provided in a Supplemental Environmental Impact Statement (SEIS) which will meet both the Corps of Engineers requirements and the NEPA requirements. This work has been funded by NRCS and is ongoing at this time. This will result in a more current EIS that can be used as part of the 404 permit requirements.
