Plant Manager Scope of Work Short Version

  • Oversee all operations of the water plant
  • Supervision of plant staff, including scheduling for coverage and division of workload
  • Oversee maintenance of NCMRWC assets
  • Approval of time-cards of plant staff
  • Approval of all expenditures
  • Oversight of acquisitions and adherence to acquisition policies
  • Maintain compliance with MDNR, EPA and OSHA requirements
  • Cataloging of deferred maintenance and creation of a systematic capital improvements plan
  • Planning for future plant upgrades
  • Work with NCMRWC Office Manager to maintain records and oversight
  • Oversee water treatment operation including laboratory testing
  • Complete all documentation as necessary
  • Order all treatment chemicals as necessary
  • Assess existing operations check lists, and develop new modern check lists to allow documentation of quality control and equipment maintenance and upkeep
  • Oversee distribution system to customers of NCMRWC

 

 

JOB DESCRIPTION

North Central Missouri Regional Water Commission Plant Operations Manager

General Purpose

Under administrative direction, oversees, supervises, and coordinates the operation and maintenance of the North Central Missouri Regional Water Commission (NCMRWC) Water Treatment Plant; coordinates assigned activities with General Manager, Office Manager, contractors and Commission, outside agencies, and the general public as necessary and maintain open lines of communications.

Essential Job Functions

Operational and Supervisory Duties

  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements approved by the NCMRWC.
  • Directs, coordinates, and reviews the work plan for assigned operation, maintenance, and laboratory analysis functions, services, and activities at the NCMRWC Water Treatment Plant; assigns work activities and projects; monitors work-flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems and promotes vertical and horizontal communications.
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
  • Coordinates maintenance, operation and construction activities including large scale pumping devices, clarifiers, chemical mixers, filtration systems, chemical feeders, settling basins, laboratory equipment and computer operations.
  • Conducts a variety of studies and investigations; develops and recommends modifications to Water Treatment Plant programs, policies, and procedures as appropriate.
  • Provides leadership and direction in the development of short- and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates activities with other and agencies as needed; coordinates and approves scheduling of work to be done at the lakes (pump house, spillway, and dam), lake road, towers and related structures.
  • Participates in the development and implementation of objectives, policies, and priorities; recommends and implements resulting policies and procedures.
  • Monitors and treats Elmwood  Lake and supplementary water supply lakes, as well as operations of the Locust Creek Pump Station.
  • Attends monthly Commission meetings and provides an Operations Report and promotes and maintains communications with management, the Commission, customers, regulatory agencies and the public.

 

Regulatory and Compliance Duties

  • Coordinates staffing and operational activities for the Water Treatment Plant including assuming responsibility for all critical decisions regarding operational changes, maintenance priorities, scheduling, and compliance with the numerous regulations of multiple federal, state, and local agencies (Missouri Department of Natural Resources, Missouri Department of Conservation, State Health Department and U.S. Environmental Protection Agency) and prepares all reporting.
  • Directs the daily testing of water in various stages of treatment; interprets test results to determine necessary changes in chemical dosage and treatment processes; manages water quality adjustments.
  • Directs the adjustment and repair of mechanical equipment such as pumps, chlorinators, and metering devices; monitors the preventative and corrective maintenance of all plant equipment.
  • Oversees safety programs; assists with action planning for safety programs; implements and monitors risk management plan regarding hazardous material; responds to workers’ compensation issues.
  • Oversees and participates in emergency response regarding hazardous materials incidents.  Responsible for hazard identification and correction, safety orientation, safety training and monitoring, and accident investigation.

 

Financial Duties

  • Participates in the development and administration of assigned program budget; forecasts funding needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary and assists in the annual budget development.
  • Oversees capital improvement projects; prepares cost projections and upgrades for the utility, water impoundments and towers; confers with staff, consulting engineers and assists with design and plans for construction, repair and treatment modifications of the water utility and its plant and pumping systems.
  • Maintains inventory of chemical reagents, lab supplies, chlorine and chemicals, repair parts; requisitions needed supplies for the division and maintains a variety of records relating to equipment, supplies, water consumption and reports.

Peripheral Duties

Attends and participates in professional group meetings as appropriate; stays abreast of new trends and innovations in the field of water treatment plant operations, maintenance, and laboratory analysis.

Responds to and resolves Commission, customer, citizen and staff inquiries, concerns, and complaints in a timely and effective manner; responds to requests from regulatory agencies.

Communicates regularly with NCMRWC customers and alerts them to any changes that may affect their respective distribution systems and coordinates or collaborates with them as necessary.

Knowledge and Ability

Knowledge of equipment, facilities, materials, methods and procedures used in water treatment systems; considerable knowledge of water treatment plant operation and maintenance.  Knowledge of business English, spelling, and arithmetic; knowledge of inventory methods and purchasing principles and procedures; knowledge of applicable laws, ordinances and of departmental rules and regulations; knowledge of occupational hazards and standard safety precautions necessary in the work.

Ability to interpret specific chemical and biological analyses; ability to guide, direct and motivate employees; ability to organize and supervise the activities of water plant operators; ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with employees and the public.  Ability to think logically and analyze fact and devise assign and direct the work of subordinates; ability to recognize safety hazards and provide corrective action; ability to work long hours while standing; ability to read and interpret technical manuals, charts and diagrams, regulatory materials, and operational handbooks.  Ability to perform skilled technical laboratory testing; compile and interpret data; develop and maintain accurate records and reports; ability to work effectively and react quickly to moderately difficult situations and problems; ability to keep accurate records and complete technical reports.

Special Requirements

State license or certification as a “Class A” level Water Plant Operator and specialized training in microbiology and bacteriology. Possession of a valid Missouri motor vehicle operator’s; and willingness to use own transportation in the course of performing required duties, if necessary; personal motor vehicle liability insurance.  Failure to maintain required license or certifications is cause for suspension or termination.  Subject to emergency call out 24-hours a day, seven days a week.  Must maintain confidentiality of protected personnel information obtained in areas of responsibility.

While performing the duties of this job, the employee frequently works in outside weather conditions including wet, humid, hot and cold conditions, works near moving mechanical parts, and is exposed to fumes and airborne particles.

The employee occasionally works in high, precarious places, around toxic or caustic chemicals, vibrations, and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.  The noise level in the work environment is regularly loud.

Minimum Qualifications

Graduation from high school or GED equivalent and post-secondary college or technical training in biology, microbiology, bacteriology, environmental science, chemistry, or closely related field and Class A Level Water Certification, and three years of responsible experience in the operation and maintenance of a water treatment plant including additional years of related experience may be substituted for the required education on a year-for-year basis.
